chore(release): 1.1.0

Three-stage scan: static inventory, complexity map with test-gap hints,
and Docker-isolated regression with --fail-on worth-fixing. Split-sink
and mutation corpora gate stage 2 so regex hit-count ranking cannot claim
success.
