First stable release. Both roadmaps complete: zero-dependency detection core
(>=90% recall / <10% FP gate), central CWE policy + project score, rules-as-data
self-improvement loop (`ousast improve`), optional HarnessX agentic plane
(configurable provider + budgets), two-panel fusion adjudication, narrow MCP server
(`ousast mcp`), Trail of Bits skill router, and hardening (secret redaction,
provider retry/backoff, cost budgets, threat-model docs).
