feat(learning-harness): per-family detector configurations and the family runner
Task 2.5. A detector is a configuration, not code: a system prompt, an evidence checklist, the curated tools it may call, its step and cost budget, and the hard negatives and counterexamples earlier rounds left it. The loader refuses a directory that is not a family, a prompt over the length cap, a tool outside the curated set and a configuration with no version, each by name. An unbounded prompt is the documented signature of overfitting, so the cap is enforced at load rather than trusted. Round zero writes one directory per family from the same prompt, so the baseline is controlled and every later round rewrites exactly one directory and bumps that family's version; every other family is frozen by construction because a round can only touch what it targets. The runner gives a detector the whole file rather than an excerpt around a hotspot, since context loss is a documented cause of misjudging patched code, and tags each finding with exactly one family and the configuration version that produced it. A region runs every family the classifier admitted plus the generalist, and never a tool outside the curated set. Deviation from the file plan: the parts live in one family.toml plus the markdown and JSON-lines files, because two TOML files with three keys between them was more surface than value and the version had no home in the plan's list. Configurations live under the project's learning directory, not inside the package, because a round writes them. """Per-family detector configurations and the runner that uses them (learning-harness, Req 6.1-6.5).
