docs(model-grounded-detection): attach Req 7.4 (verifier boundary) to task 1.1

The prior commit's edit did not match and 7.4 was left unclaimed. model/specs.py
is read-only data -- no LLM and no optimiser writes it -- and task 1.1 now
carries that criterion with a test asserting the module exposes no writer. All
49 criteria trace to a task.
