Six requirements from the brief: ax kinds plus a Run kind; isolated, idempotent, resumable tasks with metered budgets; a local reconciler under 500 lines with no pipeline logic; ax's runner contract; repo-facts as the memory layer; and a measured first increment (repo-facts + verify on the 46-candidate set: at least 16 of 20 declared sites, under $0.022 per candidate for two passes).
